SHE was the newborn left on the doorstep of a stranger's home.

Six months after the baby girl affectionately known as Sunday April was abandoned, she now has adoptive parents who have promised whoever her natural mother is that they will "love and take good care of her".

Sunday was discovered by two girls on the veranda of a Dubbo townhouse in April. After a nationwide appeal the natural parents of the baby still haven't come forward.

"We feel blessed to be Sunday's adoptive parents," her new parents told The Daily Telegraph yesterday.

"Our hearts go out to her mum and we appreciate she must have had good reasons to make the decision she did. We want her to know that we will take good care of her daughter.

"Our family is so excited to welcome Sunday into our lives. We love our new daughter very much."

The parents plan to change Sunday's name to give her a normal upbringing away from the spotlight.

They said in the two weeks that she had been with them she had been very healthy and happy and met all her milestones of feeding well and being of a healthy weight.

"She loves to smile and going for walks in her pram," they said. "She is very active and it won't be long before she is crawling."

The Department of Community Services was inundated with well-wishes for the baby but no information about her natural parents came to light.

"We have been very touched by everyone who rang up and wished Sunday well," her parents said.

"As Sunday grows, we will share with her about what happened when she was born, including how so many people helped to try and find her parents and rang to wish her well."

After a child is placed for adoption Community Services supports the family for six months to make sure the child is settling well.

A formal adoption application is then prepared and lodged in the NSW Supreme Court. An adoption order is generally made within a month.

Sunday's new parents are yet to go through this process.

AMA calls on Congress to permanently fix Medicare physician payment formula

"Medicare's final 2010 payment rule confirms that in 60 days physicians face steep cuts of 21.2 percent – the largest payment cut since Congress adopted the fatally flawed Medicare physician payment formula. Access to care and choice of physician for seniors, baby boomers and military families is at serious risk – and Congress must fix the payment formula once and for all this year. 

"Permanent repeal of the payment formula is an essential element of comprehensive reform to improve the health system for patients and physicians. Security and stability for America's seniors will not be achieved without a permanent solution to the broken Medicare physician payment formula. The U.S. House of Representatives will soon vote on legislation (H.R. 3961) to permanently repeal the current Medicare physician payment formula, and Congress must fulfill their existing obligation to America's seniors as they work to create new commitments to the American people through health reform.

"Short-term fixes have grown the problem. In four years the cost of a permanent solution ballooned from $49 billion to more than $200 billion and cuts increased from under five percent to a whopping 21.2 percent. 

"The Medicare rule formalizes the removal of physician-administered drugs from the physician payment formula. This is a long overdue step on the road to permanent reform as it significantly lowers the cost of fixing the formula once and for all. AMA called for this action, and thanks the Obama administration for its recognition that physician-administered drugs do not belong in the payment formula.

"To help Medicare update its data on the cost of providing 21st century medical care, the AMA and 72 other medical professional organizations conducted a statistically valid, collaborative and transparent survey on practice expenses. The Physician Practice Information (PPI) Survey data meets all the criteria that CMS established to replace the existing data. These criteria include confidentiality, approved survey instrument and protocols, experienced survey contractor, randomly selected sample, representative responses, and level of precision. This group effort was spearheaded by AMA at the request of national medical specialty societies and Medicare, and it is the first time in nearly a decade that this information has been updated for all medical specialties. All specialty medical societies had the opportunity to assist in the survey development process. The input from this survey helped Medicare determine payment rates for all medical specialties, which are published in this rule."

Couple arrested in child's death get court date - KOB.com

LAS CRUCES, N.M. (AP) - A Las Cruces couple charged in the death of a baby in their care received a March court date.

Dona Ana County authorities say 37-year-old Reynaldo Daniel Holguin and 23-year-old Viola Jimenez were arrested after 4-month-old Isaiah Lawrence Jimenez died in August.

Investigators said they found bruises on the baby's right and left inner biceps area and swelling of the brain.

Sheriff's deputies booked Holguin with felony child abuse resulting in death and Jimenez with witness intimidation and contributing to the delinquency of a minor. A conviction on Holguin's charge is punishable by life in prison.

The two go on trial March 8 in District Court.
